The TLILIC0005 unit covers the skills and knowledge necessary to safely operate a boom-type Elevating Work Platform (EWP) with a boom length of 11 metres or more, ensuring compliance with relevant legislative requirements. However, completing this unit alone does not grant a High Risk Work Licence (HRWL) for operating this equipment.

A boom-type elevating work platform refers to a telescoping, hinged, or articulated device—or a combination of these—used to elevate personnel, equipment, and materials. Individuals performing this type of work must hold a HRWL for boom-type elevating work platforms.

High Risk Work Licensing

Secure Your National 11m+ EWP Licence

Following successful multi-part assessment, you will be issued your national TLILIC0005 Statement of Attainment and your official regulatory licensing paperwork, certifying you to operate boom-type EWPs 11 metres and above nationwide.

To enroll in this course, applicants must meet the following criteria:

  1. Minimum Age:
    • Participants must be at least 18 years of age.
  2. Unique Student Identifier (USI):
    • Applicants must have a valid Unique Student Identifier (USI).
    • If you do not have a USI, you can create one by visiting the official USI website: Create Your USI.
  3. Language, Literacy, and Numeracy (LLN) Skills:
    • A minimum Level 2 proficiency in Language, Literacy, and Numeracy (LLN) is required.
    • Refer to the Language, Literacy, and Numeracy Chart for detailed guidelines.
  4. Evidence of Identity:
    • Participants must provide 100 Points of Identification (ID).

The duration of EWP Over 11 metres licence training may vary depending on the provider and the specific course selected. At Safezone Training, the standard course is structured to be completed over two days of training followed by one day of assessment:

Day One & Two: Theory and Practical Training
The first two days are dedicated to both theoretical instruction and practical exercises. You’ll learn essential safety protocols, equipment operation, hazard identification, and risk management techniques. Practical sessions will involve hands-on experience with an EWP over 11 metres, where you’ll develop the necessary skills under the guidance of experienced trainers.

SafeWork Assessment Day
Following the training, the SafeWork NSW assessment is scheduled. During this day, you will demonstrate your ability to safely and competently operate an EWP over 11 metres in various scenarios. If additional training or reassessment is required, Safezone Training offers opportunities for further practice at a minimal additional charge.

Onsite training (Face to Face)

By completing the EWP course for boom lifts over 11 metres, participants will acquire the skills and knowledge to:

  • Plan the work/task effectively, ensuring all safety measures and procedures are considered in advance.
  • Prepare for the work/task by gathering the necessary equipment, materials, and personal protective gear.
  • Safely perform the work/task, following industry-standard techniques and safety protocols to minimize risks.
  • Properly pack up after completing the task, ensuring all equipment is stored securely and the work area is left in a safe condition.

Verification of Competency (VOC) is a process used to confirm a worker’s current skills and competency level, helping employers assess an operator’s ability to handle specific machinery models, makes, and tasks.

The VOC is frequently utilised by employers during pre-employment screenings, site assessments, and contract negotiations. SafeZone Training offers VOC assessments either alongside training or as a standalone service for employers.

Statement of Attainment: Upon successful completion of the course, students will receive a Statement of Attainment for TLILIC0005 – Licence to operate a boom-type elevating work platform (boom length 11 metres or more), making them eligible to proceed with the SafeWork NSW National Assessment Instrument.

The trainer will issue a Notice of Readiness to confirm the successful completion of training.

The student then schedules the SafeWork NSW assessment.

Upon passing the SafeWork NSW assessment, students will receive the following documents:

  • SafeWork NSW Notice of Satisfactory Assessment (NSA) – Pink copy
  • SafeWork NSW Notice of Satisfactory Assessment (NSA) – White copy
  • Application for a National License to Perform High Risk Work (HRW License) – New Application (N5 Form)

Students must then visit the post office to submit the following:

  • Application for a National License to Perform High Risk Work (HRW License) – New Application (N5 Form)
  • SafeWork NSW Notice of Satisfactory Assessment (NSA) – White copy
  • 100 Points of ID
  • SafeWork NSW lodgement payment fee (as specified by SafeWork NSW)

Students should keep the SafeWork NSW Notice of Satisfactory Assessment (NSA) – Pink copy, which serves as their temporary license and is valid for 60 days.

The official HRW License card will be sent to students by SafeWork NSW.
