TLILIC0003 – License to Operate a Forklift Truck outlines the skills and knowledge necessary to operate a forklift truck safely, in compliance with all relevant legislative requirements. This training includes both theoretical and practical components. Upon achieving competency, students will be eligible to take the SafeWork NSW high-risk work license assessment.

Strict Regulatory Check
Verify USI & ID Requirements
Submit your Unique Student Identifier (USI) and ensure you have organized your original 100 points of identification. These exact documents must be physically brought to class to satisfy High Risk Work assessment laws.

Hands-On Training & Testing
Practical Driving & SafeWork Assessment
Complete intensive face-to-face training and formal testing. You will master pre-start safety checks, hazard identification, load center calculations, maneuvering in tight aisles, and high-tier racking operations. Closed-in footwear or safety boots are strictly required on site.

High Risk Work Licensing
Receive Statement & SafeWork Paperwork
After successfully passing the mandated tests, you will be issued your national TLILIC0003 Statement of Attainment and your official SafeWork license paperwork, allowing you to legally operate forklifts nationwide.
- Minimum 18 years of age.
- Have the required English Language and numeracy skills to handle unit specific terminology and calculations and sufficient to understand both written and verbal instruction
- Successful completion of the Australian year 12 or the overseas equivalent
- Have the physical stamina to operate heavy machinery
- Must provide 100 points of identification
- Have USI or create one from https://www.usi.gov.au/yourusi/create-usi
The training structure offered by Ashmara Pty Ltd (t/a SafeZone Training) comprises : 3 x days as Face 2 Face Training on Ashmara premises including:
- Knowledge delivery + simulations

Onsite training (Face to Face)
- Legislation & Workplace Hazards: Learn about relevant laws and identify workplace hazards.
- Construction Operations: Participate in presentations and watch videos on construction safety practices
- Practical Training: Use hands-on training to prepare for safe work in the construction industry. This includes managing risks, using height safety equipment, employing fall-prevention devices, and safe anchoring techniques for both permanent and temporary setups.
- Assessments: Complete both knowledge and practical assessments
- Assessing hazards and planning the work
- Planning and setting up the forklift ready for operations
- Conducting risk assessment and implementing control measures
- Conducting routine checks of equipment
- Operating the forklift
- Manoeuvring forklifts around various routes
- Practicing different types of lifts and carrying various weights
- Calculating and determining load capacity
- Shutting down and securing the forklift.
Three (3) assessments will be conducted over the duration of the course – (formative assessment) Knowledge, Calculations and Practical Assessments. On the last day of the course, a summative assessment will be conducted by an approved State regulatory body assessor (e.g. SafeWork NSW).
All critical components must be demonstrated and answered correctly.

TLILIC0003 – Licence to operate a forklift truck
This unit specifies the skills and knowledge required to operate a forklift truck safely in accordance with all relevant legislative requirements. Competence in this unit, does not in itself result in a HRWL licence to operate this plant.
Where a Forklift truck refers to a powered industrial truck equipped with lifting media made up of a mast and an elevating load carriage to which is attached a pair of fork arms or other attachments that can be raised 900 mm or more above the ground, but does not include a pedestrian-operated truck or a pallet truck.
A person performing this work is required to hold a forklift truck High Risk Work Licence (HRWL).

A “ticket” usually refers to a basic statement of attainment proving you have completed training. However, to legally operate a forklift in Australia, you must hold a formal National High Risk Work Licence (LF class) issued by your state’s safety regulator (such as SafeWork NSW, WorkSafe Victoria, etc.). This course provides the exact assessment required to apply for that legal licence.
Because this is a high-risk regulatory qualification, you cannot sit the final exam without proving your identity. Workplace safety authorities require you to bring original documents that add up to 100 points of ID. This typically must include a primary photo document (like an Australian Driver’s Licence or Passport) combined with secondary documents (such as bank cards or utility bills). Digital IDs are generally not accepted by external assessors.
Once your application is processed by your state’s workplace health and safety regulator, your photo HRW licence is valid for 5 years. The regulator will send a renewal notice to your registered address before it expires. You do not need to retake the training course to renew it, provided you submit your renewal paperwork and fee on time.
The practical assessment requires you to safely operate a forklift in a realistic warehouse or yard environment. You will be tested on conducting a thorough pre-start safety check, identifying site hazards, calculating load centers, lifting and moving uneven loads, driving through tight turning courses, and stacking loads safely into high-tier racking systems.
Yes. To sit the mandated regulatory assessment for a High Risk Work licence, you must be at least 18 years of age. You must also possess basic English literacy, language, and numeracy skills, as you will need to read safety signs, interpret load capacity charts, and complete a written safety calculations exam without the use of an interpreter.
Upon passing, you will receive a nationally recognised Statement of Attainment and a temporary SafeWork/WorkSafe Notice of Satisfactory Assessment (NSA). This temporary paperwork acts as your interim authorisation and allows you to legally operate a forklift immediately. You then have a strict window (usually 60 days) to lodge this paperwork at an authorized outlet (like Australia Post) to process your permanent photo licence card.
